What is No Worker Left Behind (NWLB)?

NWLB is Governor Granholm’s vision for accelerating the transition of thousands of workers into good-paying jobs by providing up to two years of free tuition in any approved program at any community college, university or other approved training provider.  Enabling workers to acquire the skills necessary to succeed in the fast-changing global economy of the 21st century to Michigan’s strategy for economic transformation.

 

Who qualifies for NWLB?

Adults who are 18 and older and can document their status as US citizens or eligible non-citizens, and

Ø  Are currently unemployed, or

Ø  Have received a lay-off or termination notice, or

Ø  If employed, have a family income of $40,000 or less.

 

Note:  18-23 year olds have additional eligibility criteria.  Individuals who have graduated high school in the last two years may already qualify for the Michigan Promise.  More information on Michigan Promise is available at www.michigan.gov/mistudentaid.

 

If I qualify for NWLB, am I entitled to the free tuition?

No Worker Left Behind is not an entitlement program.  All interested persons who meet the eligibility criteria will be given assessments to see if they have the aptitude, skills and ability to:

Ø  Pursue and successfully complete an associate’s degree or occupational certificate in a high-demand occupation, emerging industry, or entrepreneurship program, and

Ø  Secure and maintain employment in Michigan at a living wage in the area for which trained.

 

Assessment is a process that involves testing, employer and occupational research, and a demonstration of commitment by the applicant to the goals and requirements of the program.  Personal accountability and compliance with program parameters will also be taken into account when determining whether or not an individual is enrolled in NWLB.

 

 

 

If I am enrolled into NWLB, how much free tuition can I get and what programs qualify?

Tuition covers up to $5,000 per year for two years, for a total of $10,000 per person.  It covers tuition or instruction costs, books, materials, fees and academic supportive services.  Participants may pursue an associate’s degree, occupational certificate, bachelor’s degree completion or master’s program as long as two years or less of training is needed, it is occupational focused, and will lead to a job in a high demand sector, emerging sector or entrepreneurial endeavor.

 

In determining how much free tuition will be funded for each participant, Michigan Works! and training providers are required to first leverage federal and state financial aid grant resources, such as Pell, and other existing resources.  If a participant is eligible for educational benefits from a current employer or as part of a by-out from a previous employer, those funds will be incorporated into the individual’s overall financial plan.

 

As part of the enrollment process you will be required to complete the Federal Student Aid Application (FASFA) as www.fafsa.ed.gov.  If you complete this application and bring a copy of it with you to Michigan Works! when you apply, it may facilitate your application and enrollment process.

 

How do I apply?

(A Non-Entitlement Program)

 

Step 1 – Pre-registration

  1. Sign the acknowledge page that you have read and understand the initial eligibility requirements and your obligation to the program.
  2. Place you resume on the Michigan Talent Bank
  3. Provide a copy of your updated resume to an employment services staff member
  4. Complete your Pre-registration form
  5. Complete Classroom Training Preliminary Application
  6. Complete the Career Scope interest and aptitude assessment which can only be taken at the Career Center.  It takes approximately 1 hour and 15 minutes and is not given after 3:30 p.m.

 

Step 2 – Career & Training Research and Decision

·         Step 2 is the most important part of the process.  Your degree of success in training and employment is dependent on how thorough you are with this step

·         You must complete Step 2 before a training specialist will review your file and contact you.

 

  1. Review & complete each action for step 2 listed on the reverse side
  2. Once you have completed every action on the checklist a training specialist will review your file for completeness, eligibility and appropriateness of training

Step 3 – Orientation/Registration

  1. Group orientation/registration (You will be contacted with a date and time if your file is accepted.)
  2. Provide eligibility documents (birth certificate. or passport, Soc. Sec. card, ID, Income documentation)
  3. Take the TABE assessment (The Adult Basic Education Assessment)
  4. Start registration paperwork

 

Step 4 – Finalize Paperwork and Approval

·         You will be meeting with a training specialist for up to 2 hours to complete this step

 

  1. Finalize classroom training (have all school entrance requirements been satisfied?)
  2. Finalize registration paperwork
  3. Complete Work Values Card Sort
  4. Finalize and sign a training contract with Michigan Works

Career & Training Research and Decision

               Decide on a career that is right for you and which falls within the attached NWLB approved training list.  To learn more about specific careers you can go to www.mycareereducation.org or www.online.onetcenter.org.

 

               Research training institutions for programs which will prepare you for the career you have chosen above to find out which school you believe will best prepare you for this career.  Following is how to do this:

·         Go to www.mycareereducation.org.  Choose Training Search and then choose Search for all ITA (Individual Training Account) Eligible Programs.  You can then choose Refine Search.

 

               Visit at least two training institutions which you believe will best prepare you for this career.  You should meet with an admissions representative, get all of your questions answered and receive a tour of the facility to find out how well it meets your needs.

 

               Decide on which school you believe will best prepare you for this career and lead you to full time employment in Michigan as soon as you complete the training.

 

               Complete the Classroom Training Research Form and have a representative of each school you visit either stamp, sign or attach their business card to your form showing you have visited the school.

               If the training you choose requires prerequisites before you will be accepted into the program you must provide proof that you have completed these prerequisites and have been accepted into the program before you will be scheduled for step 3.

               If you are seeking a degree you must have the school you are choosing map out your program from beginning-to-end showing beginning and end dates of terms/semesters, classes and costs.

               If the school you have chosen accepts the federal financial aid Pell grant and you do not already have a bachelor’s degree, you must provide proof that you have applied for it.

·         NOTE:      You will not be reimbursed for any training you start before it is approved.

 

               Do some employer research and complete the Employer Research form, as best you can. Familiarize yourself with current open positions for which you will qualify once you complete your training.  You can attain this information from any source i.e. internet, help wanted ads, employers, etc.
